Irfan Qanei-Fard, a Middle East analyst, said that the Islamic Republic is trying to disrupt the regional order and, in doing so, seeks to make the Arbaeen [pilgrimage] more prominent than the Hajj. He added that this has frightened all the intelligence and security institutions in the region.

He further said that the Islamic Republic has spent Iran’s capital on expanding “Islamic terrorism,” and that this has raised concern among the region’s intelligence and security institutions.
