Less than a week after Iran and the United States moved to the brink of another military confrontation, signs of renewed diplomatic activity can be seen again; however, differing narratives from Tehran and Washington, along with the lineup of domestic actors in Iran, have kept the fate of this process suspended in a black hole of uncertainty.

These developments intensified after Donald Trump spoke about readiness for a broad attack on Iran—an attack that was described as one of the largest U.S. military operations in the region in recent decades. In response, Tehran warned that if aggression is repeated, it would target the energy infrastructure and facilities of the United States’ regional allies with retaliatory attacks. These concerns increased efforts by Oman, Qatar, and Saudi Arabia to mediate, and according to reports, Iranian and Omani officials, in talks over a plan to reopen the Strait of Hormuz, made progress.
