Marco Rubio, the U.S. Secretary of State, said the Islamic Republic openly targets commercial ships, and the world has not seen such actions since World War II.

Rubio also said reaching an agreement with the rulers of the Islamic Republic is difficult due to the influence of hardline clerics.
