A coalition of 25 U.S. states on Monday filed a lawsuit against the administration of Donald Trump, the U.S. president, challenging new 10% to 12.5% tariffs on imports of goods from 60 trading partners of these states.

These tariffs, which went into effect in July, target imported goods from countries including the United Kingdom and China, as well as the European Union. The U.S. government says these countries have not taken sufficient action to address forced labor.

In the text of the complaint, which the BBC has seen, the coalition—made up of states led by Democrats—described the government’s decision as “arbitrary, irrational, and contrary to law.”

In response, Kush Dasai, a White House spokesperson, defended the decision and said: “The United States is using its legal authority to counter actions that harm American businesses.”
