At first glance, this attack may be interpreted solely within the framework of the long-running war between Russia and Ukraine, but the timing of it and the geopolitical conditions prevailing in the region have raised new questions about its objectives, messages, and possible consequences—questions for which there is still no clear answer.

Amid widespread speculation about the motives behind this attack, Tehran and Kyiv have tried to prevent it from turning into a diplomatic crisis. Abbas Araqchi, Iran’s foreign minister, said that in a call with Andrii Sybiha, his Ukrainian counterpart, he had been assured that the Iranian ship was targeted “unintentionally,” and that Ukraine does not intend to escalate tensions.
