The U.S. Treasury Department announced on Thursday, the 9th of Mehr, that it has sanctioned «E7», a shadow-banking network linked to Russia that, according to Washington, the Islamic Republic has used to get around sanctions.

The Office of Foreign Assets Control described the network as an «important transnational criminal organization», and the Financial Crimes Enforcement Network proposed prohibiting the transfer of funds connected to transactions by its subsidiaries. The Treasury Department said that «E7», using companies in third countries, concealed payments related to sanctioned individuals and entities.

According to the ministry, the Central Bank of the Islamic Republic and the Islamic Revolutionary Guard Corps have also used the routes of this network to transfer money. Based on the Treasury Department’s announcement, «E7» subsidiaries processed more than $17 billion in transactions from January 2025 to June 2026, and some were involved in the sale of Iran’s oil, the provision of weapons, and transactions with Iran’s «shadow fleet».

Scott Bessent, the U.S. Treasury secretary, said the goal of this action is to dismantle the financial infrastructure used to circumvent sanctions.
