Shayan Sami’i, a national security expert, says that the rebuilding of the terror structure in the Islamic Revolutionary Guard Corps and the re-use of old figures indicates that the trend stems from the narrowing of the circle of trust within the command of the Islamic Republic.

He also emphasizes that the revival of these units shows that the government still considers the terror of opponents an instrument for repression and for creating fear.
