The return of Hossein Ta'eb to the head of the Basij organization cannot be seen as an ordinary reshuffling within the structure of the IRGC. He has returned to an institution that the Islamic Republic relies on at the most sensitive security moments—ranging from controlling street protests to overseeing universities, neighborhoods, offices, and mosques.

Ta'eb had previously been the commander of the Basij during one of the most critical periods after the Revolution. In 1388 [2009], coinciding with widespread protests following the presidential election, he was placed at the head of a body that played a serious role in containing the streets and suppressing the Green Movement. Now he has returned to the same position, but under different—and perhaps more sensitive—conditions; in a period in which, after the transfer of leadership to Mojtaba Khamenei, the Islamic Republic needs loyal, coherent, and ready networks for intervention more than at any other time.

In Ta'eb’s new decree, emphasis is placed on terms such as “strengthening the people’s intelligence network” and expanding the slogan “Every Iranian, a Basiji.” These words are not meaningless or merely ceremonial in the official language of the Islamic Republic. When “the people’s intelligence network” is mentioned, it does not mean only deploying Basij forces during a day of crisis. The aim is to build a permanent network for monitoring society—one that is present in mosques, schools, universities, offices, neighborhoods, and streets, and that can identify signs of dissatisfaction before they turn into protests.

From this perspective, Ta'eb’s appointment should be seen as part of the Islamic Republic’s security realignment in the era of Mojtaba Khamenei. He is not a random figure for such a mission. He has a long track record in the Ministry of Intelligence, the IRGC, the IRGC Intelligence Organization, dossier-making, intra-regime rivalries, and security management. His name has also been mentioned for years alongside Mojtaba Khamenei. Therefore, his return to the Basij may be a sign of the transfer of part of the government’s security weight from covert intelligence structures to a more field-based network—one that is more directly involved with society and the streets.
