Kayhan newspaper, which is published under the supervision of the representative of Iran’s Supreme Leader, in a criticism of remarks by some government officials who have said that “hijab is a cultural matter,” wrote in an op-ed: “The situation of immodest exposure in the streets of Tehran compared to past years has even caused disgust among non-religious people.”

Kayhan went on to write: “Yes, hijab is a cultural matter, but why in the past two years has no cultural action been taken to improve the state of hijab by the government?”

The newspaper added: “I wish all the government’s efforts were aimed at improving the situation of hijab through the cultural measures they claim; measures they not only did not take, but today we are faced in the streets of Tehran with the phenomenon of immodest exposure.”
