Trump has signed into final law the congressional bill to sanction the Islamic Republic and Russia. The bill is supported by Lindsey Graham, the late senator, and in addition to sanctions on Iran’s energy and arms sectors, it expands the president’s authority to impose tariffs on Tehran and Moscow’s energy customers.
Earlier this week, the U.S. House of Representatives passed the bill with support from both parties. The Senate had also approved it in August, although some Democrats had expressed concern that the law expands the president’s authority to impose tariffs.
The new law, titled “Lindsey Graham’s 2026 Law on Sanctioning Russia and Iran,” allows the president to impose tariffs of up to 100% on five major buyers of Russia’s oil and natural gas. The law also sanctions Vladimir Putin, the president of Russia, who launched Russia’s war against Ukraine, as well as his government officials, oligarchs, and Russian banks and financial institutions.
Among foreign countries, the bill is expected to have the greatest impact on China and India, the two largest buyers of Russia’s crude oil. Trump is scheduled to meet with Xi Jinping at the White House on September 24.
Graham had been working, shortly before his sudden death in July, to get this sanctions bill approved. Shortly before his death, he had returned from a trip to Ukraine and died in Washington due to an aortic rupture.
