Tehran is considering creating a “voluntary fund” with the participation of Gulf countries and some European members to cover costs related to shipping, environmental protection, search and rescue, and other services in the Strait of Hormuz. The plan, supported by Oman, is designed based on the Malaya (Malacca) Strait framework, which asks shipping to pay an amount as a voluntary contribution.
