A Hamas official told Reuters:

The Gaza agreement should be implemented in stages, but Israel must withdraw its forces from the area.

After the parties reach an agreement on the text of the agreement, Israel should begin implementing the first phase.

Also, armed groups supported by Israel must be disbanded. If Israel does not agree to this agreement, we will not implement it.
