President Volodymyr Zelensky criticized the decision, saying it would give Russia additional revenue to fund its war against Ukraine while Ukrainian and U.S. negotiators discuss a possible ceasefire in Florida.

“I believe our team is simply being used as a smokescreen,” he told reporters. “This is certainly not honest, and it is certainly not how partners should act.”
