There are currently no agreements on mutual visits by the human rights ombudsmen of Russia and Ukraine to prisoners in the two countries, but the very fact that Dmitry Lubinets has come to Russia is already a precedent, Russian Presidential Spokesman Dmitry Peskov said.

Speaking in an interview with Russia’s Vedomosti daily, Peskov was asked whether Russia’s Human Rights Commissioner Yana Lantratova and Human Right Ombudsman of Ukraine Dmitry Lubinets could visit respectively Russians, who have been convicted in Ukraine, and Ukrainians, who have been convicted in Russia.

"If this issue should arise, they must certainly work out a plan in the first place. Then, of course, each party will need to coordinate with their relevant authorities. This is a multi-stage process. So far, there are no agreements on this matter," he noted.

Peskov pointed out that as part of the humanitarian mission in Alyoshki, Lubinets came to Russia for the first time in the post of the country’s authorized representative.
