Mostafa Mirsalim, a member of the Expediency Discernment Council, in a conversation confirming his previous remarks in the years 1400 and 1403, said: “Oil is an endowment (anfal); it belongs to God and His Messenger, not to the people.” He added that the people determine the government, and the government may, on their behalf, monitor how anfal is used. Pointing out that oil might run out in another 50 years, Mirsalim criticized using it as revenue and said that previous generations burned the oil and consumed it in their cars “for free.” He emphasized that oil “is our capital, not our income.”
