Iran will continue cooperating with the Agency to the extent that circumstances allow

No country can be expected to provide the necessary access to its nuclear facilities amid ongoing threats

Iran has neither set aside its safeguards commitments nor suspended their implementation, but has changed what is required in terms of the physical and security conditions for carrying out those commitments

The Agency’s reporting should be free from political interference
