Türkiye has completed preparations to submit the Mecca defense agreement to parliament for approval, Foreign Minister Hakan Fidan says

Adds that the agreement provides for mutual defense if one of its signatories comes under attack

Describes the pact as a defense agreement rather than an attack agreement and says it does not authorize Türkiye to deploy troops to another country to carry out attacks

Also warns against allowing the Russia-Ukraine war to expand into the Black Sea, saying it should not become a new front of conflict
