He also does not consider the law to be a sufficient condition and says: «Law is a necessary condition, but with law alone you cannot solve everything. Civil society and the rule of law can pave the way for seeking justice and attaining freedom, but to build democracy, we need a political society. We must use the tools of law, together with civic awareness, with an emphasis on human dignity and within the framework of human rights, to shape a healthier political society; the goal should be democratization, not merely advocating for democracy.»
