Mikhailo Fedorov, the former defense minister of Ukraine, called for the restoration of elections even during a long war, saying that Ukraine must find a “legal, secure and realistic” mechanism to resume the democratic process.

He argued that “democracy should not become a hostage of Russia” and that Putin should not decide when Ukrainians can choose their own government.
