East newspaper wrote in a report: “China and Russia’s promises of financing for Iran’s infrastructure projects reach back decades, but so far none of these promises have been fulfilled.”

As the paper wrote, “China and Russia, for various reasons, including sanctions, have refrained from investing in or providing loans to complete Iran’s infrastructure projects.”

East wrote: “Earlier, even the discussion of oil-for-infrastructure swap with China for development projects was raised,” and, quoting Hosseinget Bazzvand, deputy minister of roads and urban development, added: “None of these promises has been realized, and after decades of promises and pledges, the presence of China or Russia in the country’s major infrastructure projects is ambiguous.”

The official of the Islamic Republic told East: “On the pretext of sanctions, the Chinese have declined to invest or provide a credit line for Iran’s infrastructure projects, and they have also not accepted the swap arrangement.”
