According to China’s National Meteorological Center, the storm “Dolphin,” the 13th storm of the year, hit land at 17:30 on Sunday, 18 Mordad, in Yuehuan, a county under the city of Taizhou in Zhejiang Province.

The maximum wind speed near the center of the storm at the time it reached land was 42 meters per second, equivalent to Category 14. This speed placed “Dolphin” in the category of severe typhoons.

Zhejiang Province, from the evening of 17 Mordad, raised its emergency response level to Level 1, the highest level. Coastal areas suspended work, educational, commercial and transportation activities. By 15:00 on Sunday, more than 516 million cubic meters of water had been pumped out of the province’s river network, and more than 900 million cubic meters of water had been released from reservoirs.

Winds with intensities above Category 10 swept through central and northern areas of Fujian Province, and in parts of low-lying areas of Shanghai, flooding was reported. More than 1,700 flights were cancelled in the Yangtze River Delta region, and traffic on parts of the Hangzhou–Shenzhen and Shanghai–Kunming railway lines was suspended.
