At the same time, the Gorgan judiciary of Golestan province has said it has opened a legal case file for the incident, and the governor-general of Golestan province has said that whether the fire was intentional or accidental will be investigated.

Iranian media have reported that the timing of the fire coinciding with a nighttime gathering religious ceremony in Shahرداری Square in Gorgan caused problems with traffic and widespread parking of vehicles in this area of the city, making it difficult for heavy fire trucks to reach the site of the incident.

In one of the videos that has been released, a man says that the caravans set up in the square prevented the fire from being put out.
