Ukrainian President Volodymyr Zelensky said in an exclusive interview with Reuters that Kyiv, in response to Moscow’s new policy in airstrikes, designed to force people to leave the capital and other cities, will intensify attacks on Russia’s oil refineries. Zelensky said Kyiv, however, will not target Russian civilians.
