An understanding between Iran and Oman regarding a new transit route has nothing to do with whether the Strait of Hormuz is open or closed.
An understanding between the two sides is a necessary condition, but not a sufficient one, for the reopening of the Strait of Hormuz.
The closure of the Strait of Hormuz is the result of the United States violating its commitments and imposing a blockade, and it has nothing to do with Oman.
