China has amended the National Defense Mobilization Law as military pressure on Taiwan intensifies, and has expanded domestic preparedness for wartime conditions.

Taiwan is also testing ways to break a blockade and continue the delivery of essential goods. The number of Chinese ships around Taiwan in July reached a record 244 vessels, and tensions over Taiwan have extended to a gathering of Pacific leaders.
