The U.S. House of Representatives on Wednesday approved a sanctions bill targeting Russia and Iran that had been championed by Lindsey Graham, the late Republican senator, with 262 votes in favor and 159 against, and sent it to U.S. President Donald Trump for signing.

The bill imposes sanctions against Russia and countries that support Moscow in the war in Ukraine, targeting Russian officials, oligarchs, banks, financial institutions, and the Russian “shadow fleet.” The measure also allows the president to impose tariffs on Russia’s largest oil and gas importers and on countries that help evade energy sanctions imposed on this country.

Another part of the bill is designed to prevent the expiration of sanctions authorities related to Iran’s energy and armaments sectors.

Seven Republicans voted against the bill. Among Democrats, 58 supported it and 152 opposed it. Democratic leaders in the House said the bill gives Trump broad powers to lift sanctions and impose tariffs.

The U.S. Senate had approved the bill last month with 86 votes in favor and 11 against.
