Stateless Baloch citizens still face the risk of arrest, transfer to foreigner detention camps, and even deportation from Iran. The case of Farhad Qarbanjali, a Baloch young man living in Semnan, is an example of this situation; a young man whose family says he is Iranian and whose identity verification process is underway, but the risk of transfer and being sent back across the border continues to threaten him. Can the lack of an ID card (birth certificate) be a basis for deporting someone from Iran? Before citizenship is determined, what rights do these individuals have?
