Iranian Islamic Republic’s missile program; yes or no?

Does a government that has made the slogan of the destruction of a country part of its diplomatic policy and whose foreign policy doctrine is hostility toward the West and the United States have the right to unlimited use of military options? Does the Islamic Republic of Iran have the right to have a missile program? Yes or no?
