I’ll talk about my own city (Khorramabad): In our city, telecommunications towers are rented out by communications companies to houses that have large yards, and a certain amount—compared to what isn’t too bad—is paid as rent to the property owner. Then the property owner decides whether there will be a wedding there or a mourning—it's up to them!
