When Vladimir Putin, the president of Russia, was asked at a press conference whether Moscow might target military facilities in Britain in response to Britain’s delivery of weapons to Ukraine, he answered with a short line: “It’s a secret. A military secret.”

“A military secret” is neither a “yes” nor a “no.” It keeps everyone in a state of waiting and uncertainty.

And I suspect that is exactly the point.

More than an answer, those two words appear to be a psychological pressure from the Kremlin; an effort to keep Britain guessing about Moscow’s intentions and worried, while also making it think twice about continuing its firm support for Ukraine.

The remarks brought to mind something I read a few days ago in the Russian newspaper Moskovsky Komsomolets. The paper wrote that Andy Brand, the British prime minister, should see Russia not in its dreams, but “in its nightmares.”
