The New York Times, citing a U.S. official:

Temporary routes for transportation in the Strait of Hormuz will not require Iran’s approval and will include no other fees or costs.

If Iran ultimately maintains its control over these routes, reopening them may come with geopolitical costs. Iranian officials say they are working on this arrangement to demonstrate their ability to control the Strait of Hormuz and, as a result, preserve the strategic leverage that they had not used before the war.
