Moscow views the growing use of communications satellites to interfere in the internal affairs of countries as an alarming trend and is advocating transparent regulation, Deputy Foreign Minister Alexander Alimov said. Speaking at the international forum “Partnership between the State, Business, and Civil Society in Ensuring International Information Security,” Alimov highlighted what he described as the “problem of the illicit use of low-Earth-orbit satellite internet systems.”

“There are well-known instances in which these technologies - ostensibly intended to provide convenient Internet access -have been used to interfere in the internal affairs of countries. This is undoubtedly an alarming trend,” he said.
