‏ The spokesman of the Guardian Council, in his latest report, explained four main objections and ambiguities of the Council regarding the bill to amend the mahr law.

‏1. Merely electronic monitoring for debtors is not sufficient; a debtor may have the ability to pay but may refuse to do so.

‏2. Setting a cap of 14 coins for the enforcement guarantee for collecting mahr has been considered a religious objection by the Guardian Council; the criterion should be the debtor’s actual ability or inability to pay, not the number of coins.

‏3. The rules for electronic monitoring, the scope of movement, and how to deal with violations and legitimate excuses must be specified more precisely.

‏4. There are also ambiguities regarding the possibility of returning financial rights, assets, and gifts received by the wife (the mahr recipient).

‏ The Guardian Council returned the approval to the Parliament in order to address the religious objections and legal ambiguities, and emphasized that the enforcement mechanism for mahr must be structured based on the debtor’s actual ability to pay.
