EU leaders will hold a fierce debate over the future of EU foreign policy chief Kaja Kallas and her diplomatic service at a summit before the end of the year, Euractiv reported.

France and Germany believe that a reform will make EU foreign policy more flexible and coordinated. The countries have proposed to staff the European External Action Service (EEAS) based on national quotas.
