A bill imposing sanctions on Russia approved by the Senate 86 to 11 is now stalled in the House of Representatives, with little chance of a vote before the midterm elections in November.

Lawmakers are concerned that forcing countries like India to replace Russian oil could increase global oil and gasoline prices, while also giving Trump broader authority on tariffs.
