Marco Rubio, the Republican U.S. senator, said the main difference between this memorandum of understanding and the JCPOA is that the JCPOA was “a real agreement with commitments and a defined framework.”
He added that the new text is effectively nothing more than “a signed piece of paper” and only says the parties are supposed to talk again about continuing talks.
The comment came as no further details of the memorandum are visible in the published text. Rubio emphasized the lack of clear commitments in the document.
