The UN independent international fact-finding mission on Iran said in its latest report that civilians in Iran are being caught up in widespread human rights violations by the Islamic Republic, along with the deadly consequences of the war with the United States and Israel.
According to the report, which was submitted to the UN Human Rights Council, the violent crackdown on protests in the years 2025 and 2026 was intensified in an unprecedented way compared with previous crackdowns, involving the widespread use of lethal force that led to killings, injuries of large numbers of protesters, and mass arrests.
The fact-finding mission said that Islamic Republic security forces killed protesters in all 31 provinces, with the highest number of deaths reported in Tehran, Karaj, Mashhad, Isfahan, and Rasht. Based on the report, security forces fired at the crowds from rooftops and elevated locations with offensive weapons, and in Karaj they first trapped protesters in narrow alleys with tear gas and then fired at them.
The report says that at least 221 children, including children two years old, were killed.
