The leaders of Scotland, Wales, and Northern Ireland plan to gather in Cardiff on September 14 to sign a joint declaration demanding the right to hold referendums on exiting from the United Kingdom, The Sunday Telegraph said.

According to the newspaper, the deal is “designed to kick-start the break-up of the United Kingdom.”
