Mehdi Chamran, head of Tehran City Council, called for acting first to disrupt the “enemy’s war posture” and said that deterrence is not limited to passive defense, and that a “deterrent strike” can also be part of defense.

Chamran said: “This action is a kind of defense and part of the deterrence strategy; deterrence is not only passive defense, and sometimes a deterrent strike is also considered part of defense.”

He also emphasized the creation of public shelters and said that buildings must have safe space to protect residents.

Chamran added that multi-story parking lots should also be designed in a way that, in emergency conditions, they can be used as shelters.
