Visiting Imam Hossein is recommended (it is not obligatory, but doing it is good). On the one hand, Mojtaba Khamenei has instructed that people stay in the streets, so this counts as obligatory.

Therefore, being present at gatherings is more obligatory than visiting Imam Hossein.
