Kyiv is "optimistic" about the chances of the U.S. House of Representatives passing legislation imposing sanctions against Russia, especially if it fast-tracks the voting procedure, Ukraine's Presidential Sanctions Commissioner Vladyslav Vlasiuk said on Sept. 3.
