Ismail Baqai, the spokesperson of Iran’s Ministry of Foreign Affairs, stated that Iran will target only U.S. military facilities located in Qatar and cites the document of the International Telecommunication Union (ITU) of Qatar, which confirms that no civilian areas were hit. The only exception in Qatar was an attack on a gas facility on March 18, which involved support infrastructure for U.S. military operations. This is in contrast to the United States’ record of targeting non-civilian targets. Baqai draws a distinction between Iran’s adherence to humanitarian principles and the lack of restraint in the United States.
