Marco Rubio, a U.S. senator, said the main difference between this memorandum and the JCPOA is that the JCPOA was a real agreement with defined commitments and a specific framework.
He claimed that this new text is effectively nothing more than a signed piece of paper and is more like an agreement to continue talks.
According to Rubio, the content of this memorandum essentially only says that the parties are supposed to talk again about continuing the negotiations.
