Fouad Izadi, an expert on U.S. affairs, said that the request to lift sanctions does not depend only on the U.S. president’s decision.

He added that much of the process for lifting sanctions is in the hands of the U.S. Congress and is not limited solely to Donald Trump.

His remarks come as debate continues over how decisions on Iran sanctions are made in the United States.
