The burial ceremony of the missile in Tehran was held while no leaders of any of the world’s powers were present. Russia, China, India, and Turkey, despite invitations from the Islamic Republic, sent only officials at lower levels to the ceremony. In the absence of high-ranking foreign officials, a number of foreign nationals of non-governmental terrorist groups are present at the ceremony as foreign guests under titles such as “a group of Shiites,” “representatives of religious groups,” and “representatives of parties.”
